I appreciate your reminding me of this. I want to respond to Question #1: 

1) Public Chat Settings: Blue Box

When you create a new Public or Private Skype room, or when someone first joins the chat, there is a blue information box (called Options -&gt; Public Chat Settings) at the top of the chat window in which you can put information such as guidelines, or a link. We would like to know how to restore that box after you have closed it.

I remember in 2008 (v3.8) when some of us Skype chat Room owners where having this problem - not knowing how to reopen it when we hit the corner X to close it. Occasionally, if I recall, the blue box would reappear on its own, as if Skype database reset to a previous memory or something. Just dumb luck probably.

Now...

In Skype v5 and perhaps v4, this Guidelines box is no longer even visible .

However, certain Skype commands will allow you to both view them as well as set them up.
